Canada to Reduce Study Permits by 10% in 2025

 

Canada’s Immigration, Refugees and Citizenship Canada (IRCC) has confirmed a 10% reduction in study permits for 2025 compared to the previous year. This follows a 2024 trend where study permit approvals fell below government projections.

In 2024, the Canadian government introduced a cap on study permits for post-secondary students below the master’s level, citing concerns over housing, healthcare, and other public services. Now, in 2025, the total number of study permits will be reduced to 437,000, with graduate students now also required to obtain a Provincial Attestation Letter (PAL) to apply.

Ontario will receive the highest allocation (181,590 study permits in total), followed by Quebec (162,742) and British Columbia (75,987). Meanwhile, Quebec has announced it will set its limits on international students based on study level and location.

As these restrictions continue to reshape Canada’s international education landscape, students and institutions alike face increasing uncertainty about future study opportunities.

 


 

New Zealand Adjusts Student Visa Prioritization for Onshore Applicants

Immigration New Zealand (INZ) has announced a shift in its prioritization of onshore student visa applications, giving priority to students applying for a new provider or program.

In a statement last week, INZ explained that the changes aim to help students in New Zealand who are waiting to begin their new studies while also improving processing efficiency during the summer peak period.

Under the new policy, students applying for a second or subsequent visa with a new provider or for a different course will be prioritized. This is because they must receive a visa with updated study conditions before they can start their new program, INZ stated.

Meanwhile, offshore student visa applications will continue to be processed in date order, without any prioritization changes.

INZ also reminded students applying for a visa from within New Zealand to include their tuition fee receipt upfront to avoid delays in processing.

International Students Face Uncertainty as Trump’s Executive Orders Raise Concerns

A series of executive orders signed by President Trump is stirring concerns in the international education sector, with possible visa delays, travel bans, and even deportations on the horizon.

One of the key orders calls for stricter vetting of visa applicants, which could mean longer wait times and additional requirements for international students. There’s also a directive to review countries with weak screening measures, which could lead to new travel bans—a move reminiscent of Trump’s first term when students from Iran, Iraq, and Libya faced sudden restrictions.

Another major concern is a review of deportation policies, particularly targeting individuals accused of supporting radical ideologies. Trump has previously advocated for revoking student visas for those involved in pro-Gaza protests, raising fears about academic freedom and student safety.

On the flip side, during his campaign, Trump spoke about granting green cards to international graduates, though no official policy has been announced. For now, education leaders warn that these restrictions could discourage international students from choosing the U.S., potentially weakening the country’s standing as a global education hub.

With many details still unclear, international students and universities are left wondering what the future holds.
